## CHAT WITH| ANTONIO DE COS BLANCO

Antonio de Cos Blanco has a degree in Medicine and Surgery from the UCM, a specialist in Occupational Medicine (UCM) and a Senior Occupational Risk Technician in the specialties of Hygiene, Ergonomics and Occupational Psychosociology. He completes his academic training by completing internships in hospitals both inside and outside Spain (Jugenheim, Germany). With his degree completed, he specializes in occupational medicine, occupational pathobiology, and occupational health and safety services; discipline that complements the prevention of occupational risks. A professional life focused and oriented towards occupational health. Company doctor at Manufacturas Valle (Textile), at the Fábrica Nacional de la Moneda y Timbre and, since 1992, at the Mutua Attendant and participant in numerous conferences and technical seminars, he has published numerous specialized publications in occupational health, occupational medicine, occupational diseases and prevention. Director of the FM Prevention Service Department ![Mutua Fraternidad-Muprespa]()The ISSA (International Social Security Association, AISS in Spanish) is the main international institution that brings together social security organizations and institutions. Created in 1927, its mission is to promote dynamic social security, that is, social security systems that are accessible, sustainable, adequate, socially inclusive and economically productive and that are based on social security institutions with high performance and good governance, proactive and innovative. To carry out these tasks, the ISSA is structured into 13 International Committees for the prevention of professional risks that cover all productive sectors. Recently, Antonio de Cos Blanco, Director of the Department of the Prevention Service of Fraternidad-Muprespa, has been appointed vice president of the Electricity, Gas and Water Commission.

FM: Promote and develop social security in the world. Is such a company viable?

A.C.B.: Yes it is viable. You just have to look back and see how much progress has been made in this matter. The situation and perspectives are very different depending on the cultural, demographic and economic aspects of the environment studied. In general, a clear development of social security systems is observed in countries where practically no model was applied. Very striking, for example, is the development of social coverage in countries such as China, Russia, India, or Brazil.

FM: What are the objectives of the Electricity, Gas and Water Commission?

 A.C.B.: Fundamentally, this preventive section, one of 12 existing for other industrial sectors, has as its basic objectives trying to reduce the number of accidents caused by electricity, improve safety standards in all jobs with electrical risk and achieve good health and safety practices in electricity, gas and water supply companies. To meet these objectives, the section programs awareness-raising and training activities. Also through work groups with experts of different nationalities, it designs preventive guides and manuals for high-risk jobs in the electrical sector.

FM: Only Spanish representative on the Committees. From a national perspective, do you consider that there are divergences compared to the rest of your colleagues in prevention treatments?

 A.C.B.: Basically the preventive approach is the same. The nuances come depending on the economic development of the country in question, since the lower the economic development, the more emphasis is given to basic aspects of prevention, especially related to safety, and at a higher economic level, greater importance is given to issues related to organization, management, the behavior of the worker when assuming their role in prevention, etc.

FM: Doctor and safety technician in occupational risks. A professional life dedicated to health and safety at work. According to your experience, what are the advantages for the company, and by extension for society, that investment in prevention offers?

A.C.B.: As a mutual insurance company we see every day the health and socio-labor consequences of work accidents. Being able to eliminate or reduce them, no matter how little, can easily become the main objective for many professionals. And also, we must not forget the economic aspect. The ISSA (International Social Security Association) itself, in a study carried out in 2012, concluded that for every euro invested in occupational risk prevention, the benefit is €2.2, more than double.

FM: How do you combine the direction of the Mutua's own Prevention Service and the position of vice president of the ISSA Electricity, Gas and Water Commission?

A.C.B.: No problems. Meeting the needs of this commission, with more or less one or two events a year, does not generate major difficulties. The work I am currently doing in the commission is focusing on seeking greater involvement and participation of Spanish companies and professionals in the electricity sector in this international forum for the exchange of ideas and experiences in matters of safety and health.

FM: An omen for the times to come.

A.C.B.: If the economic situation takes time to improve, the achievements made in prevention will suffer. One wish: that this is not the case and that real occupational risk prevention continues to be developed, not restricted by excess regulations or disproportionate bureaucratic burdens.
