Update of the Technical Guide for Data Display Screens

The National Institute of Safety and Health at Work (INSST) has recently presented an update to the Technical guide for the evaluation and prevention of risks related to the use of equipment with display screens.

It must be remembered that the reference regulation in our country on this matter is Royal Decree 488/1997, of April 14, on minimum health and safety provisions related to working with equipment that includes display screens, and in the first final provision the INSST is urged to prepare and update a technical guide to facilitate the application of the same.

The first version of this guide was published in 1998 and, since then, there have been no legislative changes requiring its revision. However, the technological developments that have since occurred in the field of equipment with display screens, as well as the development of technical standards related to this evolution, have made it necessary to update this work.

Among the most relevant aspects of this update, it is worth highlighting the elimination of the criteria to determine who can be considered a “user worker”, since on the one hand there is no evidence to demonstrate the existence of a threshold for harmful effects to occur on health and, on the other, the exclusively temporal criterion is not sufficient for this. Furthermore, in this edition, the “PVCheck” has been eliminated, as it could be mistakenly interpreted as an evaluation method, and has been replaced by a checklist of legally required aspects in accordance with the provisions contained in the standard.
