Innovation in Management Award for the system for sharing electronic medical records

The Ministry of Territorial Policy and Public Function has agreed to grant the Award for Innovation in Management, in its twelfth edition, to the performance, effectiveness and efficiency evaluation system in the General Treasury of Social Security. The second prize for these awards recognizes the importance of telematic access to the electronic medical records of the Social Security Collaborating Mutual Funds by the medical inspectors of the INSS of Malaga. 

This award thus highlights the agreement signed between the Provincial Directorate of the INSS of Malaga and The agreement was signed in July 2017 by Manuel Prieto, Provincial Director of INSS-Málaga, and by Esteban Mate, Deputy Director General of Management of Fraternidad-Muprespa. 

The agreement meets the objective of improving the management, control and monitoring of benefits derived from work incapacity, both temporary and permanent, due to common or professional contingency. The creation of a system of telematic access to the electronic medical records of the Mutual Funds Collaborating with Social Security was born at the initiative of the Provincial Directorate of the National Institute of Social Security in Malaga (DPIMA), to promote greater collaboration between the public sector and entities of a public-private nature such as the Mutual Funds, for those actions in which the INSS medical Units have to intervene with respect to the workers belonging to said Mutual Funds. In this way, important improvements are achieved when exchanging work-related clinical information, always prioritizing the principles of security, confidentiality and transparency. 

The designed work tool is useful, intuitive, easy to use, effective and satisfactory for all those involved and was developed by the Social Security Administration itself with the collaboration of the technological services of the Mutual Fraternidad-Muprespa, promoter of the project. 

This innovative practice, which has initially focused on three mutual companies, It also speeds up receiving benefits, attending sick leave control appointments more than once and guarantees confidentiality. Likewise, it contributes to fighting against Social Security fraud, quickly detecting irregularities related to benefits improperly received, as well as simulations of accidents or illnesses. 

The three mentioned mutual societies represent approximately 40% of the total workers protected by mutual societies collaborating with social security and protect the contingency of work disability for almost 75% of the workers in the province of Malaga.
