General Planning of Preventive Activities to be applied by Mutual Insurance Companies in 2026

The Official State Gazette published last Monday, July 16, the Resolution of June 9, 2025, of the Secretary of State for Social Security and Pensions, which establishes the general planning of the preventive activities of the Social Security to be developed by the mutual societies collaborating with the Social Security in their activity plans for the year 2026 by which they will develop the preventive activity programs that are related to it. which will be incorporated, where appropriate, the actions referred to in line of action 4 of objective 3 and line of action 3.5 of objective 6 of the Spanish Strategy for Safety and Health at Work 2023-2027.

The text includes the preventive activities that mutual collaborators with Social Security must carry out during the year and rationalize the destination of their economic resources, by establishing the criteria and priorities that must govern the execution of these activities and that, as provided for in article 2.1 of Royal Decree 860/2018, of July 13, will preferably be aimed at carrying out in small businesses, as well as in companies and sectors with the highest accident rate in 2024, advisory actions, dissemination, awareness and research, development and innovation in the prevention of work accidents and occupational diseases.

Among other issues, it provides that the mutual societies collaborating with Social Security, in application of the general plan of preventive activities, incorporate into their programs actions that improve health and safety in small businesses and self-employed workers through tools that facilitate the development of preventive management for all of them.

Likewise, it is expected that the mutual societies collaborating with Social Security will incorporate into their programs advice, support and information actions aimed in particular at meeting the following objectives: dissemination of the Vision Zero harm to health approach related to work, development and dissemination of good practices to improve health and safety conditions in the activities, companies and groups identified as priorities Integration of prevention in SMEs as well as advice and dissemination of tools that improve health and safety in the small businesses and self-employed workers.
