On this occasion the ILO seeks to focus on the issue of participation and social dialogue in the creation of a positive culture of safety and health. Through effective social dialogue, governments and social partners actively participate in all phases of occupational health and safety decision-making processes. Social dialogue not only contributes to improving policies and strategies in this area, but is also essential to generate ownership and commitment, paving the way for its rapid and more effective implementation.
In the workplace, a strong health and safety culture is one in which both management and workers value and promote the right to a safe and healthy work environment. For its part, a positive health and safety culture is based on inclusion, through the meaningful participation of all parties in the continuous improvement of safety and health at work.
The goal should be for workers to feel comfortable raising concerns about potential risks or hazards in the workplace and for management to be proactive in collaborating with them to find appropriate, effective and sustainable solutions. This requires open communication and dialogue based on trust and mutual respect.
