Analysis of mobility in Spain during the state of alarm
The Ministry of Transport, Mobility and Urban Agenda has prepared the document Analysis of mobility in Spain during the state of alarm.
The purpose of the study is to have a characterization of mobility at the national, autonomous community, provincial and local level, so that it can support the work of monitoring the evolution of the disease, to evaluate the effectiveness of the mobility restriction measures adopted, as well as support decision-making during the de-escalation period.
The analysis compares daily mobility with that of an equivalent typical week prior to the crisis, which was the week of February 14 to 20, 2020, which had normal mobility behavior, not having any holidays in any autonomous community.
The results of the study are updated daily during the state of alarm and throughout the period of de-escalation of measures to control the COVID-19 pandemic. The information available each day will correspond to the real mobility data from 3 days before, the time necessary for the provision and processing of the data
In the preparation of this analysis, the positioning of mobile phones is used as the main source of data, an essential condition being compliance with the Organic Law 3/2018 of December 5, of protection of personal data and guarantee of digital rights. This methodology, relatively novel and partly experimental, has been considered optimal given that a large sample is analyzed and the data process and generation of indicators requires a short response period such as the last three days.
