He Royal Decree-Law 22/2026, of September 1, approved by the Government, launches a set of urgent social and economic measures aimed at supporting self-employed workers in the Autonomous City of Ceuta. Among them, the extraordinary benefit for cessation of activity stands out, intended to offer immediate protection to those who have seen their professional activity reduced as a result of the exceptional situation that the territory is going through.

This benefit, of an extraordinary nature, does not require a waiting period and its enjoyment will not count as time consumed for future requests to cease ordinary activity. Self-employed workers who have coverage for cessation of activity and have totally or partially ceased their activity, whether temporarily or permanently, may access it. Also included are those who contribute with reduced contributions according to article 38 ter of the Self-Employed Work Statute.

The rule establishes that the worker must be affected by an income reduction of at least 50%, compared to the average monthly income of the last closed year, as a direct consequence of the exceptional situation in Ceuta. It will not be necessary to prove the reduction in activity, although the Mutual Fund may request such documentation from January 1, 2027.

The benefit is limited to self-employed persons who reside or carry out their activity in the Autonomous City of Ceuta, and whose cessation of activity occurs in said territory.

Furthermore, the monthly net returns during the collection period may not exceed the minimum interprofessional salary or the chosen contribution base, if this is lower.

It will be necessary to be affiliated and registered with the RETA, the Sea Regime or the Special Agrarian System, as well as be up to date with payment of contributions, with the possibility of regularization in 30 days. If you have employees in charge, the corresponding labor and Social Security obligations must be met.

The benefit will be recognized provisionally from August 1, 2026, or from the date on which the activity effectively ceased. Its maximum duration will be four months, as long as the reduction in income is maintained.

In cases of permanent termination, once this extraordinary period has expired, the worker may request the ordinary benefit provided for in article 331 of the General Social Security Law, provided that he or she meets the required requirements.

Financial aid will be calculated by applying the 70% of the average contribution bases for the last 12 continuous months prior to termination, with the maximum and minimum limits linked to the IPREM and the number of dependent children.

In cases of partial temporary suspension, the amount will be 50% of the regulatory base.

Those people who have chosen reduced bases will not be able to apply the minimum amount provided for in Law 32/2010.

While the situation of cessation of activity lasts,Fraternidad‑Muprespa will assume 100% of the contribution of the self-employed worker, except for the legally provided exceptions.

The benefit is incompatible with other Social Security benefits that are not compatible with self-employment, with self-employment started after the right was recognized, with subsequent self-employment and with aid for fleet stoppage.

The benefit will be extinguished due to exhaustion of the maximum period, due to compliance with retirement requirements in permanent terminations or due to the death of the beneficiary.

The benefit is unseizable and cannot be compensated with other benefits unduly received. Self-employed people will retain the right to bonuses or reductions in the fee if they request registration immediately after completing the benefit. From January 1, 2027, the Mutual Fund may require additional documentation to verify the impossibility of carrying out the activity.
