General Planning of Preventive Activities to be applied by Mutual Insurance Companies in 2025

The Official State Gazette published on August 2 the Resolution of July 19, 2024, of the Secretary of State for Social Security and Pensions, which establishes the general planning of preventive Social Security activities to be carried out by mutual collaborators with Social Security in their activity plans for the year 2025.

The priority objective of this resolution is to organize the preventive activities that must be carried out by mutual collaborators with Social Security during the year and to rationalize the destination of their economic resources, by establishing the criteria and priorities that must govern the execution of these activities; activities that provide continuity to those already being carried out by mutual collaborators with Social Security and that, as provided for in article 2.1 of Royal Decree 860/2018, of July 13, will preferably be aimed at carrying out advisory, dissemination, awareness-raising and research, development and innovation actions in matters of prevention of accidents in small businesses, as well as in companies and sectors with the highest accident rate in the year 2023. work accidents and occupational diseases.

Thus, to establish the divisions of activity in which preventive activities will be carried out, the latest statistical information available on accidents, divisions and sectors of activity in the year 2023 has been taken into consideration, which corresponds to that of the January-December Preview of that year prepared by the Ministry of Labor and Social Economy.

On the other hand, it must be taken into account that the Council of Ministers, at its meeting on March 14, 2023, adopted the Agreement approving the Spanish Strategy for Safety and Health at Work 2023-2027, and it contemplates the contribution of the mutual collaborators with Social Security to its objectives through the development of some of its lines of action.

Thus, in line of action 4 of objective 3 of the Strategy, it is expected that mutual collaborators with Social Security, in application of the general plan of preventive activities of Social Security, incorporate into their programs actions that improve safety and health in small businesses and self-employed workers through tools that facilitate the development of preventive management for all of them.

Likewise, in line of action 3.5 of objective 6 of the Strategy, it is also foreseen that the mutual societies collaborating with Social Security, in application of the general plan of preventive activities of Social Security, incorporate into their programs advisory, support and information actions aimed in particular at meeting the following objectives:

  • Dissemination of the Vision Zero work-related health harm approach.
  • Development and dissemination of good practices to improve health and safety conditions in activities, companies and groups identified as priorities.
  • Integration of prevention in SMEs.
  • Advice and dissemination of tools that improve health and safety in small businesses and self-employed workers.
