Hygiene and Prevention in phase 1 of transition to the new normal

Last Saturday, the Official State Gazette published Order SND/399/2020 of May 9 for the relaxation of certain national restrictions, established after the declaration of the state of alarm in application of phase 1 of the plan for the transition to a new normal.

Among the main conditions established , a series of measures must be highlighted to guarantee the protection of workers in their workplace, as well as to avoid the concentration of people at certain times, detailing hygiene and/or prevention measures for the working personnel of the sectors of activity provided for in this order. We also continue to promote the promotion of non-face-to-face means of work, whenever possible, for those workers who can carry out their work activity at distance.

The text regulates certain hygiene and prevention measures to be adopted for these areas of action and with these specifications:

  • In the field of retail trade and provision of services, the opening of retail premises and establishments is maintained as long as they have a surface area equal to or less than 400 square meters, and with the exception of those located within parks or shopping centers without direct and independent access from the outside.
  • Automotive dealers, vehicle technical inspection stations and garden centers and plant nurseries may proceed to reopen to the public, through the use of prior appointment, regardless of their exhibition area, as well as the concessionaire entities of public play. state.
  • The safety and hygiene conditions applicable to the supply of food products and basic necessities are established, through the street sales supply network (markets).
  • With respect to the development of hospitality and restaurant activities, the reopening of the outdoor terraces of hotel and restaurant establishments to the public is established. The maximum occupancy allowed will be ten people per table or group of tables, limiting the number of tables allowed to fifty percent with respect to the immediately previous year. 
  • In with regard to social services the opening of centers is provided for in-person care for those citizens who need it, paying special attention to therapy, rehabilitation, early care and day care services for people with disabilities and/or in a situation of dependency.
  • In in the field of education , educational and university centers may be opened for disinfection, conditioning and for the performance of administrative functions.
  • The return of university laboratories is planned for their specific functions. The measures applicable to science and innovation are also established regarding the recovery of activity that has slowed down in scientific-technical facilities and the holding of seminars, conferences and events in the field of research, development and innovation.
  • Public libraries of the state, regional, municipal and university network will gradually incorporate library services in the different phases, always prioritizing the protection of health and safety for both library staff and users of the services, collecting In this first phase, the activities of loan and return of works, reading in the room, as well as bibliographic and library information.
  • The reopening of museums, of any ownership and management, is possible to allow visits to the collection and temporary exhibitions, reducing the capacity planned for each of their rooms and public spaces by one third.
  • HTMLTAG128___In subject to sports practice, the conditions under which professional athletes and federated athletes can carry out their sporting activity during this phase are established. 
  • HTMLTAG138___The conditions under which hotels and tourist establishments may reopen to the public are established. Thus, among other aspects, it is allowed that restaurant and cafeteria services can be carried out when this is necessary for the correct provision of the accommodation service, and exclusively with respect to hosted clients. This service cannot be provided in the common areas, which will remain closed.

Finally, it must be indicated that it is allowed to circulate through the province, island or territorial unit of reference for the purposes of the de-escalation process without prejudice to the exceptions that justify movement to another part of the national territory for reasons health, labor, professional or business, return to the place of family residence, assistance and care of the elderly, dependents or people with disabilities, a cause of force majeure or a situation of need or any other of a similar nature.
