Legislation: thermal and environmental conditions in educational centers in Extremadura
The Law of the Autonomous Community of Extremadura 4/2019, to improve energy efficiency and the thermal and environmental conditions of Extremadura educational centers, has recently been published in the BOE.
The indoor conditions in which teaching takes place require that both students and teachers enjoy adequate environmental and health standards so that said activity is not hindered by sensations of cold, heat or sweating in humid and poorly ventilated places.
In Extremadura educational centers a professional activity is carried out to which, among other standards, RD 486/1997, of April 14, is applied, which establishes the minimum health and safety provisions in workplaces, which in its Annex III establishes a maximum indoor temperature range for workplaces between 14°C and 27°C. Given the difference in clothing between summer and winter, the INSST recommends thermal ranges of between 17 °C and 24 °C in winter and between 23 °C and 27 °C in summer.
Title I of the Law states the purpose pursued by the standard, which is none other than to ensure the conditions of hygrothermal comfort, as well as the quality and renewal of the air in public educational centers in Extremadura through the development of certain actions that contain the application of primarily bioclimatic and renewable energy techniques, in coherence with the quality objectives in teaching and regulation. work.
The document also states that the competent ministry in education will publish in 2019 a guide of technical recommendations that will be mandatory in the construction of new public educational buildings for mandatory and post-mandatory non-university levels, respecting the provisions of the technical building code (CTE) and the Regulation of Thermal Installations in Buildings (RITE).
