Presentation of the 2025 Summer Plan of the Ministry of Labor and Social Economy

The second vice president of the Government and Minister of Labor of Social Economy, Yolanda Díaz, has yesterday presented the actions of the Labor and Social Security Inspection to ensure the protection of workers against the risks derived from exposure to high temperatures.

Since 2021 and coinciding with the beginning of the summer season, the actions carried out throughout the year on adverse weather conditions within the area of occupational health and safety have been intensifying. In this sense, the data shows that in 2021, 704 actions were carried out; in 2024 more than 11,500. Infractions have gone from 57 to 275 and requirements from 401 to 4,175. For its part, in ___ regarding sanctions, in 2021 fines were imposed in the amount of 175,000 euros, while in 2024 they amounted to almost 1.4 million euros. euros.

In coordination with the autonomous communities, the ITSS affects in July, July and August in the sectors with greater exposure to thermal stress, while reinforcing in the summer period the fight against the irregular economy by monitoring compliance with obligations of registration, classification and contribution to Social Security, and employment of foreigners in sectors with greater activity such as agriculture, hospitality or trade. 

The actions due to high temperatures are carried out according to the needs of each territory and are especially monitored in sectors with outdoor activities such as gardening, waste collection, restaurants and outdoor leisure, or in closed places with high temperatures such as work in greenhouses or in laundries and dry cleaners, they have also been incorporated this year special employment centers, multi-service companies, restaurants and newly created construction and agricultural companies, retail trade entities and gas stations and workers in street markets for which 112,620 letters have been sent to companies in the aforementioned sectors informing of these actions.

In addition to surveillance actions, information and awareness actions are carried out in order to provide companies and workers with better knowledge and compliance with the rules, for which the ITSS has published a guide that will facilitate risk prevention management for workers and the employers.

In this sense, the INSST will also make information material available to companies so that they can carry out a correct risk assessment and so that workers can learn about the preventive measures available to them. Likewise, it will disseminate technical materials on the prevention of occupational risks aggravated by climate change, such as diseases transmitted by vectors, or the effects of solar radiation and extreme temperatures, such as heat stroke.
