Preventive resource manual and other work surveillance
The CANO Group, which forms the four regional prevention institutes of Galicia, Asturias, Cantabria and the Basque Country, published this year the interesting document: "Manual of preventive resources and other work surveillance" which aims to provide a clear and accessible guide on the role, functions, scope, regulation and responsibilities of preventive resources in safety management work.
The text discusses how current legislation states that the employer may assign the presence to one or several people, with adequate and sufficient training and capacity, who have the necessary means and resources and are sufficient in number to monitor compliance with the preventive activities that require it. Therefore, these people appointed by the employer to fulfill those functions are considered a preventive resource. Presence is a complementary preventive measure that aims to monitor compliance with preventive activities in relation to the risks derived from the situation that determines its need to achieve adequate control of said risks.
It is also explained how said surveillance will include verification of the effectiveness of the preventive activities provided for in the planning, as well as the adequacy of such activities to the risks that are intended to be prevented or to the appearance of unforeseen risks derived from the situation that determines the need for the presence of preventive resources.
