Shock plan for savings and energy management in air conditioning
Recently, the Royal Decree-Law 14/2022, of August 1, on economic sustainability measures in the field of transport, in terms of scholarships and study aid, as well as savings measures, energy efficiency and reduction of energy dependence on natural gas, has been published.
Title V of said standard includes a set of measures to promote energy savings and efficiency as well as the promotion of electrification and deployment of renewable energies, distributed in two chapters and introduces a series of obligations to be developed temporarily until November 1, 2023 on buildings and premises subject to temperature obligations within the framework of the Regulation on Thermal Installations in Buildings (RITE), approved by Royal Decree 1027/2007, of July 20.
Specifically, article 29 details a series of measures for this shock plan of energy savings and management in air conditioning, of which we collect today on our web portal Previene some of its most significant points:
The air temperature in the conditioned habitable spaces indicated in section 2 of the I.T. 3.8.1 of the Regulation of Thermal Installations in Buildings (RITE), approved by Royal Decree 1027/2007, of July 20, will be limited to the following values:
a) The air temperature in the heated rooms will not exceed 19 ºC.
b) The air temperature in the refrigerated rooms will not be lower than 27 ºC.
c) The above temperature conditions will refer to the maintenance of a relative humidity between 30% and 70%.
The above limitations will apply exclusively during the use, operation and maintenance of the thermal installation, for reasons of energy saving, regardless of the interior design conditions established in the I.T. 1.1.4.1.2 of the aforementioned Regulation or in the regulations that would have been applicable at the time of the design of the thermal installation.
The temperature thresholds indicated above must be adjusted, where appropriate, to comply with the provisions of Royal Decree 486/1997, of April 14, which establishes the minimum health and safety provisions in workplaces.
Those premises that justify the need to maintain special environmental conditions or have specific regulations that establish this will not have to comply with these temperature limitations. In this case there must be a separation
between the premises and the adjacent premises that are required to maintain the conditions indicated above.
In addition to the information measures provided for in the IT. 3.8.3 of the RITE, the conditioned habitable spaces referred to in the previous section must inform, through information posters or the use of screens, the application measures that contribute to energy savings related to the limit values of air temperatures, information on temperature and humidity, door opening and inspection and maintenance regimes and regulated in the RITE and in the previous section.
Such posters or screens must be clearly visible from the entrance or access to the buildings, as well as in each of the locations where the display devices referred to in the aforementioned I.T. exist.
On the other hand, buildings and premises with access from the street included in the scope of application of the I.T.3.8 of the RITE will have an adequate door closing system, which may consist of a simple arm for automatic closing of the doors, in order to prevent them from remaining open permanently, with the consequent energy waste due to energy losses to the outside.
