Since January, personal mobility vehicles must be certified for use
The General Directorate of Traffic reminds citizens that as of January 22, 2024 only certified personal mobility vehicles will be able to be marketed. It is the responsibility of the manufacturer to carry out this certification and the VMPs that have been put on the market from that date must comply with the specifications set out in the Characteristics Manual.
But, attention, all vehicles marketed until that date (January 22, 2024)may continue to circulate without a certificate until January 2027, so we could having purchased an uncertified electric scooter in December 2023 and using it until 2027.
The reasons that have led to this measure, included in the manual of characteristics of personal mobility vehicles, are none other than to ensure road safety and the protection of the driver of this type of vehicle, as well as that of other road users, and to guarantee that the Personal Mobility Vehicles (PMV) that are put on the market have minimum required quality and durability guarantees.

We remember some of the main characteristics that this type of vehicle must have:
- Speed: they will be able to travel at a maximum speed of 25km/h, from which the engine will stop propelling the vehicle. In addition, they will have anti-manipulation systems, both for speed and power. They must also have a visible information indicator that shows the speed at which it is going and the battery level.
- Braking system: all vehicles intended for personal transportation must have two independent brakes, with a minimum deceleration of 3.5 m/s2. In addition, vehicles with more than 2 wheels must have a parking brake.
- Visibility: personal mobility vehicles must be equipped with front reflectors (white), on both sides (white or auto yellow) and rear (red). In addition, the brake light must be differentiated or combined with the rear light.
