Compensation of transportation costs
Applicable regulations
Order TIN 971/2009, of April 16, establishes the compensation of transportation expenses in cases of health care derived from professional risks.
Resolution of October 21, 2009, of the Secretary of State for Social Security, issuing instructions for the compensation of transportation expenses in cases of health care derived from professional risks and appearances for medical examinations or assessments.
Expenses entitled to compensation
- For professional contingencies: transportation expenses derived from travel to receive any type of health care, provided that they are carried out in the means of transportation that the Mutual Fund previously authorizes.
- For common contingencies: only the transportation costs derived from travel on the occasion of appearances for control and follow-up consultations required by the Mutual Fund, provided that they are carried out in the means of transportation previously authorized by it.
You will also have the right to compensation for transportation expenses derived from the appearances, required by the National Social Security Institute (INSS).
Authorized means of transport with the right to compensation
- Unless otherwise expressly stated in writing, collective public transport (excluding taxis) will always be understood as an authorized means of transport.
- Authorization to use a taxi must always be prior to the trip and be expressly stated in writing .
- Travel between provinces that requires the use of train, plane or boat will also require express written authorization and will entail authorization to travel in tourist class and at the most economical rate.
- Use of a private vehicle:
- When traveling outside the place of residence, the worker may choose to use his or her private vehicle (without requiring authorization from the Mutual Fund).
- When traveling within the place of residence, only the cost of the private vehicle will be compensated when there are no means of collective public transport available. In these cases, there must necessarily be prior, express, written authorization from the Mutual Fund.
Compensation amount
- In the event that means of public transport are used, the compensation will cover the total amount of the ticket at the most economical rate and will only be paid upon presentation of proof of expense (ticket or invoice).
- In the event that a private vehicle is used, the amount of expense compensation will be calculated exclusively based on the mileage and at a rate of €0.19/km.
Expiration
The right to be compensated for transportation expenses, in cases of health care derived from professional risks and appearances for medical examinations or assessments, expires one calendar year after the expense occurred (art. 54 TRLGSS).
Application and documentation to provide
- The request for compensation for travel expenses must be made on the official Mutual Fund form (available at any of our centers or on our web portal).
- If the application is submitted by a person other than the beneficiary, you must provide written authorization from the beneficiary and a photocopy of the DNI/NIE of both.
- Each of the expenses whose amount is intended to be compensated must be accompanied by proof that allows verification of the date and amount of the expense (ticket or invoice), except for the expense derived from the use of the private vehicle (which will not require any proof).
Therefore, the expense derived from the use of personal transportation title cards (monthly vouchers) or any other means that does not allow verification of the date on which the expense occurs and the amount to be compensated will not be compensated.
- Travel expenses incurred by means of transport that require express and written authorization, and that are from other Organizations external to the Mutual Fund, must be accompanied by it.
- Travel expenses to centers other than those of the Mutua must be accompanied by proof of attendance from the center stating the days of attendance for consultation or treatment.
- Travel expenses to the appearances required by the INSS must be accompanied by proof of the appointment made by said entity.
Travel expenses whose compensation is requested will NOT BE PAID without providing the required documentation in each case.
Companions
Transportation costs will only be paid to a companion, by ordinary means of transportation, when the companion's help is essential for the patient's transportation and there is prior written and express authorization from the Mutua's physician.
