On December 15, 2014, the Government and the social partners signed the "Agreement on the Extraordinary Employment Activation Program" with the aim of improving employability and providing new opportunities to unemployed workers with greater difficulty in finding employment.
As a consequence of the aforementioned Agreement, the Royal Decree-Law 16/2014, of December 19, which regulates the Employment Activation Program.


Among the most significant novelties of the new consolidated text, the following stand out:

  • The Royal Decree-Law consists of a single article, a transitional provision and three final provisions.
  • The single article refers to the modifications introduced in the Employment Activation Program.
  • The first section rewords letter b) of article 2.1 of Royal Decree-Law 16/2014, of December 19, facilitating compliance with the requirement for people who are most recently unemployed.
  • The second section modifies the period in which the application for incorporation into the Program can be submitted, avoiding the continuity solution with the one currently in force and extending it for one more year, until April 15, 2017.
  • The purpose of the single transitional provision is to allow the incorporation into the program of those people who meet all the access requirements in the new application period except for the one related to registration as a job seeker on April 1, 2016, in the event that they were registered on December 1, 2014.
  • The first final provision refers to the jurisdictional title that covers the approval of this standard.
  • The second final provision modifies the second additional provision of Royal Decree-Law 1/2013, of January 25, which extends the professional requalification program for people who exhaust their unemployment protection and adopts other urgent measures for the employment and social protection of unemployed people, allowing the automatic extension of said program as long as the unemployment rate is higher than 18 percent according to the latest Active Population Survey.
  • The third final provision provides for the entry into force of this Royal Decree-Law.
