Correction of request for extraordinary benefit for self-employed workers due to COVID-19

For this reason, it was decided to grant the extraordinary benefit as quickly as possible in accordance with the information provided by the self-employed person in his responsible declaration.

Article 17 of Royal Decree Law 8/2020 establishes the extraordinary benefit for cessation of activity for those affected by the declaration of the state of alarm in the management of the health crisis situation due to COVID-19, in such a way that self-employed workers will have the right to the extraordinary benefit for cessation of activity, when their activities are suspended in accordance with the law or when their billing in the month prior to the one in which the benefit is requested. reduced, at least, by 75%, in relation to the average billing of the previous semester.

The benefits must arise on the date on which the contingency or situation of need arises, and therefore, if during the month of March it was not suspended, or the billing has not been reduced by that 75%, the benefit must not be paid in the month of April. However, if during April the billing was reduced by that percentage, the self-employed person must request the benefit in May and be entitled to it for the month of April, and not for the month of March.

The same should happen with respect to the reduction of May billing, which will give the right, if applicable, to the perception of the benefit for that month, which will become effective in June.

With the progressive return to the new normal and the resumption of economic activity, we offer you the possibility of updating initial requests and avoiding possible subsequent claims.

To facilitate the procedures, if you consider it necessary, we explain how to proceed with the correction of the request submitted.

Given the queries we have received, we detected the following situations:

  • Be ratified at all ends of your initial request.

If the self-employed worker considers that the data initially provided is correct, he or she should not make any modifications. You will continue to receive your benefit as normal, until the legally established causes for its termination occur.

  • Modify any information contained in your initial application and recalculate your benefits (if applicable).

To self-employed workers who consider that any information in their initial application could be incorrect, we offer the possibility of modifying it and recalculating their benefit.

This responds to most of the requests received to modify the month in which they will be able to credit the billing reduction by at least that 75%.

Many initial requests were based on the reduction in billing for the month of March, however, they later observed that they could not credit it until the month of April. You only have to modify the month for which you request the benefit.

  • Modify the reason why you are requesting the benefit.

If the self-employed worker observes that he does not meet the requirements to access the benefit for the alleged reason (reduction of billing by at least 75% or suspension of activity) he may opt for the one that allows him to request the benefit in advance in a more beneficial.

As an example, hairdressing professionals who requested the benefit for reducing billing by at least 75% in the month of April and who could have requested the benefit for suspension of activity. We provide you with the option to modify your request and access it from March 14, 2020.

And the same in the opposite direction, self-employed people with a retail business dedicated to food, who have requested the benefit for suspension of activity, not being obliged to legally suspend it, and they want to resubmit their request for billing reduction in the month of April. We allow them to update the application and recalculate their benefit.

  • We also offer the option to withdraw or renounce the benefit.

To the self-employed worker who considers that he does not meet the requirements to access the benefit, neither due to suspension of activity, nor due to a reduction in billing of more than 75%.
