Purchasing policy
In November 2016, at all times and, on the other hand, the instructions and internal rules of the Mutua itself.
Currently, the basic regulations are the following:
- Law 9/2017, of November 8, on Public Sector Contracts, by which the Directives of the European Parliament and of the Council 2014/23/EU and 2014/24/EU, of February 26, 2014, are transposed into the Spanish legal system.
- Contracting Instructions in Fraternidad-Muprespa current at all times.
- Fraternidad-Muprespa Organization Instruction in force at all times.
- Fraternidad-Muprespa Corporate Social Responsibility Plan.
You will base your commercial relationships on the purchasing ethical code established by the IFPSM (International Federation of Purchasing and Supply Management), whose guidelines include:
- Declare to the company any personal interest that may exist or that lends itself to being interpreted as not impartial, as well as not using the information received for personal benefit.
- Do not accept gifts that exceed a small and intrinsic symbolic value.
- Behave with moderate hospitality, in which it cannot be considered that we have been influenced to make decisions for the benefit of a certain supplier.
Likewise, the buyer's decalogue promoted by AERCE (Spanish Association of Purchasing, Contracting and Supply Professionals), and developed in collaboration with other Professional Purchasing Associations, members of the IFPSM, will be complied with, which establishes:
- Consider, first of all, the interest of the company in all transactions; participate in the established policies and act in accordance with them.
- Be receptive to the competent advice of your professional colleagues, being able to guide you with their assistance, without prejudice to the dignity and responsibility of your work.
- Buy, without prejudice, trying to obtain the maximum return for each "euro" spent.
- Work continuously on knowledge of materials, services and production processes, establishing practical methods for purchasing management.
- Act with honesty and truthfulness and report any form or manifestation of bribery.
- Attend promptly and courteously to those who present themselves with a legitimate business mission or matters related to your work.
- Respect your obligations and ensure that those of others are respected, to achieve good business practice.
- Participate in professional development programs that serve the proper development and improvement of your work.
- Cooperate with those organizations or people that work on the projection and consolidation of the prestige and value of purchasing and supply management.
- Promote the acceptance of the Decalogue in your company, with your suppliers and in the general field of business.
- Maintain continuity of supply.
- Avoid duplication, waste or obsolescence of the goods and/or services purchased.
- Maintain quality levels of products and/or services.
- Verify compliance with the provisions of the contracts, especially in relation to delivery times, quantities and qualities.
- Require all suppliers to comply with current regulations, especially regarding child labor, discrimination of any kind and respect for the rights of their employees.
- Include compliance with quality standards and respect for the environment among the multiple criteria for evaluating offers.
- Ensure compliance, by the Mutual Fund, with the conditions established in the contracts, especially regarding payment terms for the contracted goods and/or services.
- Promote actions to reduce or eliminate costs, additional to the price of the good or service purchased.
- Promote increases in value or benefits of the purchased good or service.
- Promote Purchasing information systems, which allow:
- Agile communication between internal clients, departments involved in the Purchasing process and suppliers, which eliminates or reduces paper consumption to the maximum.
- The automation of process management, which reduces the production and storage of written documentation to a minimum.
- The analysis of the expenses incurred, for the establishment of corrective and saving measures.
Fraternidad-Muprespa considers that, to guarantee trust and competitiveness, this responsible purchasing policy must be known by all sectors involved in it, and especially by current or potential suppliers.
